Policy Papers Series on Constitutional Reform of the European Union

The Declaration on the Future of the Union adopted by the European Council in Nice, December 2000, calls for a "deeper and wider debate about the future of the European Union" and encourages "wide-ranging discussions with all interested parties." According to the declaration, the debate should address, among others, the delimitation of powers between the EU and the member states, the status of the Charter of Fundamental Rights of the European Union, a simplification of the treaties, and the role of national parliaments in the European architecture.

The debate on the future of the European Union is already in full swing and new proposals are being made on an almost daily basis. To contribute academic perspectives to this debate, the Robert Schuman Centre of Advanced Studies launches a new policy paper series on the Future of the European Union. The series complements earlier contributions by the RSCAS.
