This is a report presented in the form of a draft treaty prepared for the European Parliament by the Robert Schuman Centre and Academy of European Law at the European University Institute, Florence, 21 September 1996. As its title suggests the draft Treaty aims to simplify the existing European Communities Treaties by merging them into just one Treaty. The draft Treaty proposal is presented at a press conference organised by the European Parliament in Strasbourg, 23 October 1996. Click here to go directly to the Table of Contents.
