THINK will improve the knowledge support to policy making by the European Commission in the context of the Strategic Energy Technology Plan. THINK is organized around a multidisciplinary group of 24 experts covering five dimensions of energy policy: science and technology, market and network economics, regulation, law, and policy implementation. The Think Tank will respond to the European Commission’s evolving needs on a semester basis and produce 12 dossiers and a book.
Each semester, two projects will go through the quality process of the Think Tank, including an expert hearing to test the robustness of the work, a discussion meeting inside the Think Tank, and a public consultation to test the public acceptance of different policy options by involving the broader community. Each Think Tank dossier will therefore include four chapters:
-
the Think Tank assessment of the energy policy options with clear recommendations for policy makers from the drafting team under guidance of the Project Leader,
-
a report including the comments from two Think Tank Advisors,
-
the expert hearing summary, and
-
the public consultation conclusions.

The project is financed by the 7th Framework Programme
