The European Constitution: Retrospective and Prospect
PROJECT ENDED The RSCAS has launched an ambitious project on 'The European Constitution: Retrospective and Prospects' (in French: 'La Constitution européenne : rétrospective et perspectives'). This research project is in line with previous works devoted to European treaties reform, and is also related to several on-going seminars and research activities being conducted at the EUI, in particular in the Law and SPS departments. One of the projected outcomes of this project includes the publication of a book edited by Giuliano Amato, Hervé Bribosia and Bruno De Witte in April 2007.
With regard to the edited volume, the RSCAS organised a workshop at the EUI (21-22 April 2006) bringing together all the contributing authors so that they could discuss each other's chapters. This workshop was also open to members and visitors of the EUI. The main objective of the project is both to provide a history of the constitutionalization of the European Union, and to comment on what the future might hold in terms of eventual ratification. At present, ratification of the Treaty establishing a Constitution for Europe has been suspended for a 'period of reflection' following the two 'no's' voiced by France and the Netherlands. Importantly, the themes covered in the book are discussed in such a way as to remain highly relevant, regardless of whether or not the constitutional treaty enters into force in its present form. The approach is therefore twofold. One is retrospective, providing an overview of the drafting of the Constitution. The other instead examines future prospects for a European constitution, given the history of the present document, and its reception across Europe.
