Council of Europe

The Council of Europe aims to consolidate European co-operation in migration. The main intergovernmental body responsible for migration activities in the Council of Europe is the European Committee on Migration (CDMG), whose terms of reference are, "to develop European co-operation on migration, on the situation and social integration of populations of migrant origin and refugees and on community relations."

European Commission against Racism and Intolerance

The European Commission against Racism and Intolerance was set up in 1993 as part of the Council of Europe. ECRI’s tasks are to monitor racism, xenophobia, anti-semitism and intolerance. ECRI examines the situation and draws up reports containing its analyses and recommendations as to how each country might deal with the problems identified.  The work takes place in five-year cycles, covering about ten countries per year. The reports are available on line.

This website serves as a source of information on the EU-wide campaign "For Diversity. Against Discrimination" You can find background information about the measures that have been initiated by the European Commission's Directorate General for Employment, Social Affairs and Equal Opportunities to combat discrimination. This site has been established by the Anti-Discrimination Unit of the Directorate-General Employment and Social Affairs and focuses on all aspects of the European Community Action Program to combat discrimination (2001-2006) and community legislation related to fighting discrimination. It also provides links to, and information on, agencies and bodies across the EU that can help both employers and employees to learn more about their rights and obligations in obtaining and ensuring equal treatment under European law.

The Directorate General for Justice, Freedom and Security is one of the European Commissions 36 departments. The mandate is to ensure that the whole European Union is an area of freedom, security and justice.

European Monitoring Centre on Racism and Xenophobia

The primary task of the EUMC is to provide the Community and its Member States with objective, reliable and comparable information and data on racism, xenophobia, islamophobia and anti-Semitism at the European level in order to help the EU and its Member States to establish measures or formulate courses actions against racism and xenophobia. The very core of the EUMC's activities is the European Information Network on Racism and Xenophobia (RAXEN). It is designed to collect data and information at national as well as at the European level. This is accomplished via 25 National Focal Points, contracted by the EUMC to collect, coordinate and disseminate national and EU information in close cooperation with the EUMC. Recent publications include comparative and national report on discrimination in employment, housing and education, as well as racist crime data.

International Centre for Migration Policy Development
Inter-governmental organization based in Vienna

ICMPD is an inter-governmental organization funded in 1993 as secretariat of the Budapest process. The original idea was to serve as a support basis for informal consultations on migration and asylum and a platform for cooperation with Central and East European countries. ICMPD focuses on migration policy development. It fosters regional and international cooperation between governments through policy expertise, research and information, dialogue and networking facilities.

The International Labour Organization.

The International Labour Organization is a United Nations specialized agency which seeks the promotion of social justice and internationally recognized human and labour rights. The ILO formulates international labour standards in the form of Conventions and Recommendations setting minimum standards of basic labour rights: freedom of association, the right to organize, collective bargaining, abolition of forced labour, equality of opportunity and treatment, and other standards regulating conditions across the entire spectrum of work related issues.

International Organization for Migration

IOM was established in 1951 as an intergovernmental organization to resettle European displaced persons, refugees and migrants. IOM has now grown to encompass a variety of migration management throughout the world. It conducts research and publishes on issues such as migrant trafficking, migrant health and gender and migration. Some of the publications are available for free on line.

Organisation for Economic Co-operation and Development
Special section on migration

OECD’s work on International Migration is based on continued monitoring of migration movements and policies in member countries and outside the OECD area, and in-depth analysis of the economic and social aspects of migration. OECD publishes an annual report Trends in International Migration with special focus on the economic aspects of migration.

United Nations High Commission for Refugees

The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It regularly publishes data on asylum-seeking and refugees on its web site.

United Nations High Commissioner for Human Rights

The office of the High Commissioner for the Human Rights is a department of the United Nations Secretariat. Two of its committees are of interest for migration scholars. The first one is CERD (The Committee on the Elimination of Racial Discrimination) the body of independent experts that monitors implementation of the Convention on the Elimination of All Forms of Racial Discrimination by State parties that submit regular reports to the Committee on how the rights are being implemented. The second one is CMW (Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families) the body of independent experts that monitors implementation of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families by its State parties. It is the newest treaty body which held its first session in March 2004.

European Council on Refugees and Exiles

ECRE is an umbrella organisation of 76 refugee-assisting agencies in 30 countries working towards fair and humane policies for the treatment of asylum seekers and refugees. The aim is to promote the protection and integration of refugees in Europe based on the values of human dignity, human rights, and an ethic of solidarity.

European Network against Racism

ENAR is a network of European NGO’s working to combat racism in all the EU member states. ENAR is determined to act against the discrimination and exclusion of people of different racial, ethnic and cultural backgrounds; eliminate racist elements in Europe's migration policies, and celebrate cultural, ethnic and racial diversity. Anti-racist NGOs can use this network as a forum to share information, and influence policies across the European Union.

Human Rights Watch

Human Rights Watch is an independent, nongovernmental organization, supported by contributions from private individuals and foundations worldwide. Human Rights Watch is the largest human rights organization based in the United States, with offices around the world. Human Rights Watch researchers conduct fact-finding investigations into human rights abuses in all regions of the world. Human Rights Watch then publishes those findings in dozens of books and reports every year, generating extensive coverage in local and international media.

MPGs mission is policy development on migration and anti-discrimination, with a view to generating innovative and effective responses to the challenges and opportunities of migration and diversity. Minority Rights Group International

MRG is an international non-governmental organization (NGO) with an international governing Council which meets twice a year. Minority Rights Group International (MRG) works to secure the rights of ethnic, religious and linguistic minorities and indigenous peoples worldwide, and to promote cooperation and understanding between communities. MRG publishes reports, training manuals, briefing papers and workshop reports covering a broad range of issues concerning the rights of minorities and indigenous peoples.

EU Network on Integration of Refugees

Refugeenet is the website of the EU Networks on Reception, Integration and Voluntary Repatriation of Refugees in Europe financed by the European Refugee Fund (managed by the European Commission). It is a source of information and ideas related to the integration of refugees in Europe. The aim of the Refugee Network is to develop issue-oriented networks on refugee integration themes such as education, language, vocational training, health, reception and voluntary return.

Statewatch is a non-profit-making voluntary group founded in 1991. One of Statewatch's primary purposes is to provide a service for civil society to encourage informed discussion and debate. It is comprised of lawyers, academics, journalists, researchers and community activists. Statewatch encourages the publication of critical research in Europe in the fields of the state, justice and home affairs, civil liberties, accountability and openness. Immigration and asylum policy developments are closely scrutinized through the provision of news, features and analyses backed up by full-text documentation so that people can access for themselves primary sources. The web site contains a very up-to-date news bulletin, SEMDOC (the Statewatch European Monitoring and Documentation Centre) and observatories on special issues.

 

International Research Networks

International Migration, Integration and Social Cohesion

IMISCOE is a network of 22 established European Research institutes and some 400 selected, qualified researchers focusing on migration, integration and social cohesion (with Europe as its central focus).The three main tasks are to build a comparative research programme, to create a system of dissemination and to create a system of training. The network provides comprehensive theoretical and empirical knowledge that can form a reliable basis for policy. On the website you will have access to an online library, a publication programme, including working papers and policy briefs, and an online Newsletter.

International forum, based in Ottawa and Amsterdam

The International Metropolis Project is a forum for comparative research and public policy development. The Project aims to enhance academic research capacity, encourage policy relevant research on migration and diversity issues, and facilitate the use of that research by governments and non-governmental organizations. The goal is to improve policies for managing migration and cultural diversity in major cities around the world. The Metropolis Project is perhaps best known for its International Conferences. Each Conference attracts up to 750 experts (and novices) on migration and diversity.

European academic network for legal studies on asylum and immigration in Europe

The network aims to analyze the legislation of EU Member States and legislation of the EU in the areas of migration and asylum. The objective is to furnish universities, policy-makers, practitioners and NGOs with a deeper insight into these issues, from a European perspective. The Network carries out comparative legal studies on different themes. On the website the members of the network promote and publish their work.
