Regulations

The Institute’s 71 apartments are available on a 12-month basis from 1 September 2012. Rental agreements may be renewed upon re-application.  All EUI Community members are eligible candidates for a shared apartment or a single apartment. The EUI has a Housing Committee , composed of the Director of Logistics Service (Chair), a researcher representative, the Housing Officer and a member of Academic Service. The Committee decides on the allocation of shared or single apartments and on actions to be taken to improve EUI members' living conditions in the apartments

 

 

Allocation Regulations 

  • Admission is decided by the Chair of the Housing Committee, in consultation with the Committee members. Applicants must fill in an application form , ensuring that the information regarding their total net monthly income - including spouse/partner income - is complete. Current tenants wishing to renew the request for EUI housing for the following year must do so by the deadline set by the Housing Committee, which will examine the application on the same conditions as the first request.

 

 

Admission Criteria

  • The offer is open only to members of the EUI Community. Contracts are for a 12-month period, starting on 1 September 2012, renewable upon re-application. Requests for a shorter period (not less than 10 months) are accepted but will be analyzed only when all requests for 12 months have been settled. Allocation will be granted taking into consideration the level of income and family situation. 

 

Timetable for allocation procedure

  • A call for applications will be opened on 12 March 2012 and the allocation process will be concluded by mid-June 2012. The call for applications will be on-line on 12 March 2012. The call for applications will be closed on 15 May 2012. All applications will be processed and allocations will be finalized by 25 May. A main list and a reserve list will be drawn up. All applicants will be informed about the outcome of their application by 30 May 2012. By 8 June 2012, all applicants must have accepted EUI accommodation. This means they have to send the Housing Office a declaration of acceptance, duly signed, and a scanned copy of the receipt showing the bank transfer to the EUI bank account of the equivalent of 1 month’s rent. Without this payment, the declaration of acceptance is not valid; upon the signing of the rental contract, this sum will become the rent deposit.  From 11 to 15 June 2012, if an applicant refuses an apartment, it will be offered to members on the reserve list. By 22 June 2012 all members of the reserve-list offered apartments must have accepted EUI accommodation.

 

 

Occupancy Regulations   

 

 

Duration

  • Any person who has been assigned an apartment or room must respect these regulations when occupying an EUI apartment. The right of occupation ceases whenever these regulations are not respected or when rent is not paid. The contract may not be broken after signature. Tenants are not allowed to leave their rooms or apartments before the expiry date of the rental contract, except in very exceptional and justified circumstances. The person may not cede the property by sub-letting, even partially, nor may he/she house third parties.

 

 

Communal premises and services

  • The tenant undertakes to behave with the maximum respect and consideration vis-à-vis fellow tenants, in particular as regards the use of communal premises and services and noise levels. Pets are not allowed. The person must respect rules of hygiene and no animals of any type may be kept on the premises. Common areas such as gardens, car parks, garages, laundry rooms, and stairs should be kept free of rubbish at all times. Household waste must be left in the municipal bins in the street near the apartments. The use of the laundries, garages, store-rooms and cellars is only for the tenants and their families living in the EUI apartments. Washing-machines, dryers and all appliances in common must be used in strict accordance with the instructions.

 

Equipment and furniture

  • The tenant is responsible for the room/flat, its equipment and furniture. On signing the contract, the person receives a list of furnishings and fittings which he/she must sign thereby declaring that he/she has examined the premises and found them suitable, and undertakes to return them in the same condition when the contract ends. When the contract comes to an end, the Logistics Service will check for any missing equipment, etc. or damage to furnishings, fittings, walls, etc. Any damage or losses will be charged to the person, by retaining part or all of the deposit. The person may not make changes or alterations of any sort to the premises or furnishings without prior written consent from the EUI. Failure to observe this may lead to immediate termination of the contract.

 

 Security and maintenance

  • The tenant must allow access to the property whenever the safety of persons is at risk or where maintenance needs to be carried out. Furthermore, the EUI may, at any time, ask to view the property in order to inspect the furnishings and to check that general regulations are being respected.
  • The room or apartment is rented without a telephone. If a tenant loses the keys of the property, he/she will be charged for each new set that has to be made. Heaters or any kind of electrical appliances that are not compatible with safety regulations or with the supply of electric power must not be used.
  • At the end of the contract the keys to the property must be returned in person to Logistics Service. If a person does not return the keys his/her deposit will not be reimbursed.
  • Cleaning of the external common areas is taken care of daily by the Logistics Service. The rent includes cleaning in the apartment twice per month, on dates to be agreed with the tenant.

 

Financial and Security Regulations 

  • The offer of an apartment to the applicant will be confirmed only upon receiving, within 10 days of the offer, a scanned copy of the receipt of the bank transfer to the EUI bank account of the equivalent of 1 month’s rent as advance payment. If the applicant fails to then sign the rental contract, he/she loses the whole advance.
  • The caution money will become the rent deposit when the contract is signed on Registration day at the end of August. The deposit will be repaid to the tenant after final checks on the premises and furnishings, and after all payments of rent have been credited to the EUI. Former tenants get their deposit back by 60 days after the end of their rental contract (for 12 month contracts this means 31st of October) and only after careful examination of the apartment (anchor to Occupancy Regulations, Equipment and furniture). When the contract comes to an end, it is understood that it is terminated without any need to give notice, and that the tenant is under the obligation to return the property immediately, explicitly acknowledging the temporary nature of the rental agreement, based on the Institute’s objective to assist EUI community members. For any matter not explicitly dealt with in the current regulations, Italian civil law applies. Rent and the lump-sum amount for utilities (condominium, electricity, gas and water), must be paid by the 10th of each month by bank transfer to the European University Institute with the Banca CR Firenze, account 69156/00 (ABI/CAB 06160-02800). IBAN Code: IT 75Z 06160 02800 000069156C00. When rent is overdue, the tenant will be contacted immediately by Logistics Service and will be requested to settle the outstanding amount. If the tenant does not pay the rent within 15 days of this request, proceedings will be started to suspend rights (see Decision n. 13/09 Du President) as a tenant and the right to use some EUI facilities. Italian law requires that all tenants must be registered and, where applicable, supply their passport or national ID card details.
