This Policy Seminar addresses the following key questions: What are the common challenges that “old” and “new” minorities face? Can they be better addressed through a common international framework and a common set of rights and/or tools and policies to protect them? The academic experts invited in this Seminar have been asked to prepare a draft White Paper on “Migrants and Minorities: Towards a Common Rights Framework” which they will put forward for discussion with select top level policymakers and experts from European and international institutions, under Chatham House rule.
