Biography

Simone Borghesi is Director of the Florence School of Regulation – Climate (FSR Climate), Part-time Professor at the EUI, Deputy Rector for International Relations and Professor of Environmental Economics at the University of Siena, Italy. He is President Elect of EAERE (European Association of Environmental and Resource Economists) and Secretary General of the Policy Outreach Committee. He is also member of WCEREA (World Council of Environmental and Resource Economists Associations), CEPR-RPN (Center for Economic Policy and Research – Research and Policy Network), and of the Academic Advisory Council of the Center on Regulation and Markets of Brookings Institution. He has been President of IAERE (Italian Association of Environmental and Resource Economists) in the period 2018-2019.

He received a MSc in Economics at University College London (1996) and a PhD in Economics at the European University Institute (2001). He worked at the International Monetary Fund, Washington (1998), at the Fondazione ENI Enrico Mattei, Milan (1999). He has been a Visiting Scholar at INRA – Institute National de la Recherche Agronomique, Grenoble (2013), at the Department of Land Economy of the University of Cambridge (2015) and at the Centre of Economic Research of ETH, Zurich (2016).

In 2012 he was invited to the United Nations at the High-Level Meeting on 'Happiness and Wellbeing: Defining A New Economic Paradigm'. He has been invited speaker at plenary sessions of international conferences and institutions including World Ecosummit (Columbus, 2012), Columbia University (2012), School of Environment, Tsinghua University (Beijing, 2013), EUI Annual Climate Conference (2016, Plenary Session), SIE (Italian Economists Society, 2019, Plenary Roundtable Session), University of Cambridge (2017), University of East Anglia (2018), Harvard Environmental Economics Program (2018 and 2021), SEEDS Annual Workshop (2018, keynote), High-Level Policy Dialogue on Climate Change Governance (Paris, 2019), Brookings Institution (2021), University of Barcelona (2021), OECD-Network Economic Regulators (2021, keynote), the United Nations Conference of the Parties COP26 and COP27 (Glasgow, 2021, Sharm-El-Sheik 2022), the European Investment Bank (2023).

He has directed the LIFE projects SIDE (Supporting the Implementation and Development of the EU ETS, 2017-18) and DICET (Deepening International Cooperation on Emission Trading 2019-22) and is currently directing COASE (Collaborative Observatory for Assessment of the EU ETS). In addition, he is the Director of the EUI unit for the Horizon projects CAPABLE (ClimAte Policy AcceptaBiLity Economic framework) and SPES (Sustainability Performances, Evidence and Scenarios). He has been member and/or coordinator of several other national and international projects and among the leading authors of the report 'Pathways to deep decarbonization in Italy' (SDSN United Nations and IDDRI, Paris, 2015).

He has published three books and over 90 articles in edited volumes and peer-reviewed international journals, including Ecological Economics, Energy Economics, Energy Policy, Environment and Development Economics, Environmental and Resource Economics, Journal of Economic Surveys, Journal of Economic Dynamics and Control, Journal of Evolutionary Economics, Macroeconomic Dynamics, Research Policy, Scandinavian Journal of Economics, Science. His work deals mainly with globalization and sustainability of development, economic growth and environmental degradation, emissions trading, and climate change.
