Returning to Italy from abroad - COVID19
At the moment, those who have a justified reason for returning to Italy from abroad can do so with public or private transportation.
The justified reason may be one or more of the following:
- Health needs
- Work requirements
- Reasons of absolute necessity
Before leaving:
Prepare the following documents ( 1.,2.,3. are mandatory) to be provided when boarding (or crossing the borders at the checkpoints):
- Self-declaration form (hereafter in English), which must be provided when boarding (flights, trains, sea transportation) or to the Officers at Italian Borders if moving by private car; please fill it with the utmost care.
- EUI Card (in Italy is considered a sufficient evidence of the working requirements, since 4 May);
- Proof of living in Italy: rental contract or residence certification (if available): this is an important evidence that Officers may use to verify your justified reason;
- Copy of the MAECI Verbal Note regarding International Organisations;
- MAECI Identity Card (if you have one);
- EUI certificate that you are an EUI member (to be requested to the Academic Service for Researchers and Fellows and to HR for EUI Staff members)
Upon Arrival
From Wednesday the 3rd of June it will be possible to travel back to Italy from EU member states without the need to then go into the 14 days mandatory quarantine. The quarantine will remain mandatory for countries outside the European Union.
Up until that date, anyone traveling to Italy from abroad will have to go into quarantine for 14 days.
As soon as you enter the Italian territory, you shall reach your place of residence in the shortest possible delay and only by private means of transport (i.e.: you are not allowed to take any train/flight/ship connection from you first point of arrival in Italy: only taxi, rental car or private car are permitted).
Please note that upon arrival you are obliged to inform:
The information requested is the same provided in the self-declaration at point e): where you will spend your MANDATORY 14 DAYS QUARANTINE in self-isolation.
Of course, self-isolation starts on the same day of your arrival.
In scheduling your return to the EUI, please take into consideration these 14 days in which you will not be able to come to the EUI Campus.

Following an update that we received by May 22, all EUI members holding a valid certificate issued by the Academic Service will be considered amongst those exempted from the mandatory self-isolation (quarantine) when travelling from abroad even before 3 Jun, as detailed below:
Mandatory self-isolation does not apply to the following persons:
- Persons travelling for proven work reasons, if citizens of or resident in one of the following countries: Italy, Austria, Belgium, Bulgaria, Cyprus, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Iceland, Liechtenstein, Norway, Switzerland, Andorra, Monaco, Republic of San Marino, Vatican City State, United Kingdom of Great Britain and Northern Ireland;
Additional Note
For those moving with the family, we do not register cases of difficulties during the travel.
For those moving with partners not registered (by law), the travel may be more difficult as it is complicated for boarding officers and Borders Officers to verify the justifications provided, especially if there is no supporting documentation. In these cases, the risk of being rejected when boarding or at borders is concrete.
Please note that the provided information are valid until 17 May (according to the new Decree art.10, link available below).
We are not aware of a radical change of these measures in the next future and it is reasonable to intend that some limitation may be reduced, if the pandemic situation will allow for it.
