EU law upholds the autonomy of the EU as an international actor with the ability to establish external relationships and contribute to the development of international law, but at the same time the principles of EU law constrain the degree to which integration into EU structures is possible as well as the ways in which the EU can integrate itself into external, international, legal regimes. These ambivalences and tensions pose challenges for our attempt to understand the ways in which the EU is an international legal actor, with law at the foundation of its external power and the instrument through which, and in accordance with which, it expresses that power.

Professor Emeritus Marise Cremona delivered this year’s Yves Mény Lecture based on the initial chapters of the book ‘The Global Reach of EU Law’, edited by Joanne Scott and herself.
