Abstract: The European Union is entering two waves of change and innovation which will shape the world economies and societies in the 21st Century. They are the “Digital Age” and the “Energy Transition”. An independent “Knowledge Hub” is needed to collect data and evidence, aggregate research questions and analyses, define metrics and options, and to formulate policy alternatives and regulatory tools for Europe.
