The Workshop aims at reviewing the current state of thinking regarding the economics of cybersecurity for the energy sector and its critical and non-critical infrastructure. It also assesses whether the current approach to the economic regulation of the energy sector is suitable for addressing cybersecurity and its related costs, or whether a new regulatory approach is necessary to tackle the upcoming challenges. The Workshop will be structured in two sessions: - the first session will aim to provide an overview of the current status of knowledge on the economics of cybersecurity for the energy sector, trying to identify how cybersecurity investments should be evaluated from an economic perspective and how their effectiveness measured. Direct experience with cybersecurity investments will be presented in this session which will highlight the main challenges for their regulatory treatment, especially with respect to new, emerging and fast-changing technologies; - the second session will instead focus on identifying a regulatory approach to cybersecurity, assessing whether a parallelism can be established between the economic regulation of quality of service and the economic regulation of cybersecurity or, more in general, of issues related to digitalisation.
