Data is increasingly integrated into informal mechanisms of transnational governance, which are not always evident or institutionalized. Such mechanisms include for instance: the interoperability of networks and agencies; the cooperation among law enforcement actors and private sector; and the interplay between courts in data access across borders. Even when technical tools are institutionalized, informal dimensions play a crucial role for policy making purposes, although they ought to comply with the existent regulatory framework. In this context, the workshop will focus on the functioning of informal mechanisms of governance at the EU level and the transformations of the sovereignty paradigms.
