The scope of terrorist attacks, the growing threat of the use of unconventional weapons, and the spread of radical-Islamic networks have turned the threat of terrorism into a global challenge. In order to effectively deal with the difficult and complex challenge of terrorism, decision-makers must address various dilemmas related to counter-terrorism: identify the threat; understand the motivation of terrorists, decode the "counter-terrorism equation", solve the "democratic dilemma" and strengthen public awareness and resilience. These dilemmas are further intensified by new technological developments, which are being used nowadays in counter-terrorism—including AI, Big Data and machine learning.

Boaz Ganor is the Dean and the Ronald Lauder Chair for Counter-Terrorism at the Lauder School of Government, Diplomacy & Strategy, as well as the Founder and Executive Director of the International Institute for Counter-Terrorism (ICT), at the Interdisciplinary Center (IDC), Herzliya, Israel. Professor Ganor serves as the Founding President of the International Academic Counter-Terrorism Community (ICTAC), an international association of academic institutions, experts, and researchers in fields related to the study of terrorism and counter-terrorism.

The event is funded by the European Research Council (ERC) under the European Union’s Horizon 2020 Research and Innovation Programme (Grant Agreement No 716350).
