POLITICAL ECONOMY WORKING GROUP Abstract: I examine whether firms can employ shill bidding strategies to manipulate public procurement outcomes. I find that firms successfully use shill bidding strategies in 1% of two-bidder tenders. Cost-effectiveness of a contract is significantly lower when firms employ shill-bidding.
