This analysis aims to pinpoint ways the European Union and the Vietnamese government could contribute to the development of poor people and ethnic minorities. It finds that a lack of education for all is an essential problem for development, for improving living standards and for avoiding stark social divergences. Policy-makers need to take this seriously. Education is a fundamental human right, and human capital and development of all individuals are essential. Vietnam could concentrate on fighting corruption and respecting international law. The EU could listen to poor people’s concerns and consider education policies in its aid and trade relations with Vietnam.
