High Level Policy Dialogue | The Rule of Law and the European Union

In recent years, there is growing acknowledgment that the fundamental values and principles of the European Union, including the Rule of Law, are under pressure and need particular attention. It has thus become clear that more needs to be done to ensure that the rule of law is strengthened and upheld throughout the Union.

The preventive and corrective procedures in Article 7 TUE are the most prominent instrument to deal with systemic breaches of rule of law. To this, the Commission added in 2014 A new EU Framework to strengthen the Rule of Law COM (2014) 158 final. The General Affairs Council initiated its yearly Dialogue whilst the EP has called for a comprehensive monitoring mechanism for all EU member states and institutions. On 3rd April 2019, the Commission presented its Communication Further strengthening the Rule of Law within the Union. State of play and possible next steps COM (2019) 163 final. The Commission invited an open debate on the matter, including all stakeholders involved in the promotion of rule of law and the prevention and response to eventual breaches.

This High Level Policy Dialogue will bring together policy-makers and scholars for a discussion with the aim of contributing to this debate. Attendance at the event is by invitation only and all deliberations will take place under Chatham House Rules (no views or positions may be attributed publicly to any participants). Following the recommendations that come out of the discussion, the organisers will publish a policy brief as part of their public mission.

The Dialogue will open with an address by Frans Timmermans, First Vice-President of the European Commission. The address will be live-streamed (see the link below).
