High-Level Policy Dialogue | Climate Change Policy for the EU and the World
As the 2019 UN Climate Change Conference – COP 25 – approaches, and as the new EU Commission sets out its agenda for the coming years, this is an opportune time to consider the climate policy challenges that lie ahead. On 20 and 21 November a group of leading academics, policy makers and representatives from NGOs and the media will convene at the School of Transnational Governance to discuss these pressing issues. The discussions will revolve around three key topics: • One of the key issues that will be addressed at COP 25 is the question of carbon offsets. This question and its relevance for Europe and the wider world will be debated. • Similarly, the question of carbon pricing and carbon border taxes has received renewed impetus in the wake of President-elect Von der Leyen’s announcement of the intention to consider a border tax at EU level. • The intense debate in Germany with respect to the policy tools available to meet targets for the non-ETS sectors such as housing, transport and agriculture is nearing a conclusion. The implications of this debate for other Member States will be discussed. Participation in this High Level Policy Dialogue is by invitation only and will take place under the Chatham House Rule. A publicly available policy report will be made available as an outcome of the discussions.
