Organised in the framework of the activities of the STG’s Peace and Security Cluster, this High-Level Policy Dialogue will bring together Ukrainian policy influencers, external experts, academics and Ukraine’s international partners, with a specific focus on the socioeconomic dimension of the Donbas conflict and the future reintegration of the region. This is an area that has generally been given little attention within as well as from outside Ukraine.

The aim of the High Level Policy Dialogue is to provide a forum for discussions on a comprehensive reintegration offer by Ukraine to the Donbas population from both sides of the contact line. Such an offer has been lacking ever since the conflict began, while sociological studies show that uncertainty about the future is the predominant reason for the local population’s support to the separatist “leaders”. Following the first High Level Policy Dialogue held in December 2018, the policy environment and institutional framework, as well as the means to realise them – both within Ukraine (at the central and regional levels and between the public and private decision-makers) and between Ukraine and its international partners, have emerged as key issues – as well as potential obstacles - in the implementation of a vision for Donbas’ future. The second High Level Policy Dialogue will focus on how best to address these issues.

Attendance at the event is by invitation only and all deliberations will take place under Chatham House Rules (no views or positions may be attributed publicly to any participants). Following the recommendations that come out of the discussion, the organisers will publish a policy brief as part of their public mission.
