Crises and European Integration

by Prof. Dr. Fritz Scharpf (Max-Planck Institute)

Additional information: There is little disagreement that Europe is currently in a state of crisis and it is unclear whether we have yet seen the worst of it. At the same time, we have seen integration increase significantly in the EU, with unprecedented rescue packages and equally unprecedented power of the Commission over the economic policies of some member states. This is not, however, the first crisis the EU has experienced. Previous crises such as the Oil Crisis of the 1970s and the Yugoslav crisis have affected EU integration in different ways. This panel discussion will seek to disentangle how crises affect European integration. What role have crises played for EU integration so far? Do crises hamper integration or propel it forward / and under which circumstances? What have been the consequences for the direction EU integration has taken? And what consequences for future integration in the EU might the current crisis have?
