Towards the Florence Report 2028

A full-responsibility model for Europe

The Economic and Monetary Union Laboratory (EMU Lab) now begins work on the second edition of its flagship initiative and biennial publication, the Florence Report.

The diagnosis of the Florence Report 2026 Reconfiguring Europe in a Fractured Global Economy was clear: Europe can no longer rely on its ‘reduced responsibility model’, as the security guarantees, open markets, and stable multilateral order that allowed it to postpone difficult strategic choices are gone. The task now is not to preserve the inherited model but to replace it.

To this end, the new research cycle of the EMU Lab sets out to construct a ‘full-responsibility model’ for Europe. The project brings together leading voices and early-career professionals from academia, EU institutions, and think tanks. Organised in interdisciplinary and cross-sectoral knowledge communities, each dedicated to one of six strategic objectives, they will move from optimising individual objectives to optimising the European system as a whole.

The research programme (Fall 2026 – Spring 2028) is structured around four workshops in Florence and will culminate in the Florence Report 2028, to be published in Spring 2028.
