What if some tender document is found missing at the Evaluation Committee stage?
Answer:

If some required document is missing (related to exclusion or selection criteria), it is obligatory to contact the candidates or tenderers to ask for missing/incomplete documents or missing signatures before rejection (eliminating a tender because a document is missing would be disproportionate), without of course going beyond the contacts authorised. This is in line with good administration and respecting the principle of proportionality. If the missing document is requested and subsequently supplemented, the tender will not be rejected. The absence of contact in these cases must be duly justified and documented by note in the procurement file.
