Concerning the absence of daylight there is not much to do unfortunately, it's basement...

The cold problem is probably due to the fact that there is no insulation from outside, as doors should have automatic systems for closing.

Update of 15/05/2018: REFS has not yet installed an automatic system, but the building managers take care of keeping the door closed, so that conditions have improved.
