You will have to provide the HR Service with the supporting documents requested: the certificate must indicate the period of the enrolment and the number of credits that can be awarded.
Other documents will be required: proof of participation in examinations for the whole year to show that the child followed the course; a document certifying the work status of the child and, where appropriate, proof of his/her income.
NB: Distance learning - even at higher-education level - never confers entitlement to a double flat-rate education allowance. As the child is not required to attend an educational establishment, he or she does not have to be resident in the country of the body providing the education.
