Question:
I have not submitted an education declaration. Why am I still receiving the allowances?
Answer:

During the time the child is in higher education, the education allowance will be paid on a continuous basis,  without an interruption at the end of the academic year to allow the following year's declaration to be processed.

If your child is no longer studying, it will have a major impact on your entitlements and any sum overpaid will be recovered under the terms of Article 85 of the Staff Regulations.

You should therefore notify the HR Service as quickly as possible by submitting an end/interruption of studies declaration.
