Yes, you must notify the HR Service in writing as soon as possible.

Entitlement to the standard flat-rate education allowance will terminate at the end of the month in which the change takes place.

Any overpayment of the allowance will be recovered. It is therefore in your interests to inform us as quickly as possible to avoid a retroactive recovery.
