The High-Level Policy Dialogue (HLPD) will occur in two sessions, 'Main elements of the industrial decarbonisation framework' on 27 April and 'Towards a comprehensive approach to industrial decarbonisation: do we need a Clean Industry Package?' on 11 May.

The HLPD will address material efficiency and product substitution incentives, acknowledging that low-carbon feedstocks and new processes are well-developed and delivering results, principally through the ETS and renewables policy. The missing piece is now incentives for large-scale deployment of low-carbon materials and hydrogen to reduce costs to such an extent that they become the product of choice in the market.

Attendance at this event is by invitation only and all deliberations will take place under the Chatham House rule (no views or positions may be attributed publicly to any participant). Following the recommendations that come out of the discussion, the organisers will publish a policy brief as part of their public mission.
