Why hasn’t Uruguay enfranchised emigrants yet? This study examines a relatively under-researched case of non-enfranchisement and engages with debates on external voting, diaspora politics, and citizenship beyond borders. It shows that although external voting is not enacted legally, emigrants’ voting rights were repeatedly debated, formally acknowledged, and encouraged in the last two decades. A convoluted, unresolved debate has progressed but precluded compromises, perpetuating uneven access to this right and turning resolution deferral into an implicit form of regulating emigrants’ political inclusion/exclusion.
