The war in Ukraine has created deep divisions. Nevertheless, some global powers – like China and India – have chosen not to take sides
While deploring the violence and calling for a quick end to the conflict, the governments in these countries have refused to condemn one side or the other. For many western observers, this non-alignment creates a deep sense of uncertainty, particularly where China is concerned. They worry that China will ultimately side with Russia, not only in order to blunt the impact of western sanctions but also to support the military campaign. For China, however, it creates an opportunity. China has close ties with Ukraine as well as Russia. China is also powerful enough to hold the respect of both parties, and strong enough economically to offer significant advantages for cooperation. The question is whether and how China and the EU could work together to mediate the conflict, or whether a partnership between China and the EU on this question is unlikely to come about. This question has increased in importance after President Biden’s speech in Warsaw and looking ahead to the EU-China summit scheduled for 1 April.
