Sovereignty, Solidarity and Identity in the EU post 2008 How did COVID-19 pandemic unexpectedly led to European polity-building? Pandemic Polity-Building (Truchlewski et al 2024, OUP)The COVID-19 crisis was the least likely case for European polity-building. Yet, against the odds, a polity of 27 mature states with a weak centre, limited competences in crucial policy domains, and which acts as a second-order territorial space, managed to overcome powerful disincentives and coordinate its way out of the pandemic. In some policy domains, it even created central capacity-building. In this meeting it is argued that this puzzling outcome is due to several crisis and polity features of the EU, which are explored in detail.By invitation only.
