The 7th edition of the cyber diplomacy retreat is co-organised with the EU Cyber Direct – EU Cyber Diplomacy Initiative.
Building on six years of engagement since 2019, the EU Cyber Diplomacy Dialogue hosted at the European University Institute has established itself as a critical platform for strategic reflection within Europe’s cyber diplomacy community. By connecting EU cyber diplomacy priorities with stakeholder expertise, previous editions have shaped substantive discussions on key developments in the field, encouraged consideration of cross-cutting policy challenges, and fostered reflection on collaborative approaches within the EU and with international partners. This foundation has created a space to assess emerging threats, discuss policy tools, and consolidate shared knowledge relevant to effective international cooperation in the cyber domain.
Following the conclusion in July 2025 of the UN Open-Ended Working Group (OEWG) on the security of and in the use of information and communications technologies , 2026 marks a pivotal moment for EU cyber diplomacy. This is particularly the case as the UN Global Mechanism on developments in the field of ICTs in the context of international security and advancing responsible State behaviour in the use of ICTs becomes operational and the UN Convention against Cybercrime enters into force. At the same time, AI-driven threats are intensifying, hybrid warfare is escalating, and a fragmented international cyber landscape continues to challenge cooperation. As a result, demand for cyber diplomacy is growing, requiring a reassessment of priorities, greater coherence across multiple forums, and continued adaptability in responding to evolving technological and geopolitical dynamics.
In this fast-evolving context, the EU Cyber Diplomacy Dialogue 2026 offers an opportunity for the EU cyber diplomacy community to align efforts and develop coordinated strategic responses. It provides a setting to navigate the evolving cybersecurity landscape through strategic reflection, shared learning, and professional exchange among colleagues and experts working in international cyber policy.
