Led by the Policy Leader Fellows, the Talks are a place for informal learning and exchange on global issues affecting different areas of policymaking. Human capital is a key driver of economic prosperity and productivity. A highly skilled and educated workforce enhances a nation’s competitiveness in the global economy, supports the development of new technologies, and attracts foreign investment.Through the panel discussion on ‘Skill Formation, Recognition, and Labor Mobility: Enhancing Competitiveness,’ we will explore national skills ecosystems for the existing workforce, recognition mechanisms that facilitate mobility, and the integration of migrant skills.The discussion will be divided into three segments: The first will examine the role of states in skill formation, employer involvement, and lifelong learning strategies, with examples from Germany, France, and Denmark. The second will focus on skills recognition, the mobility of skilled workers, and employers’ roles in recognising foreign qualifications, drawing insights from Canada and India.
