Join EU decision-makers and researchers to discuss risk perception, solidarity, and defence cooperation among European publics.

Are European publics willing to support each other? And are their leaders addressing the greatest risks they face?

On 1 October 2025, the EUISS will host an event to present the results of the 2025 ‘Solidarity in Europe’ (SiE) survey. Fielded annually by YouGov and the European University Institute, the project tracks how solidarity evolves across European publics, understood as the sharing of risks and resources among Europeans.

The event will bring together EU decision-makers, researchers, and representatives from the think-tank community to assess the state of solidarity among EU citizens, with a particular focus on security and defence. Topics will include changing attitudes towards supporting Ukraine, the impact of a second Trump presidency, and the broader evolution of solidarity across the EU.

The ensuing panel will also connect the results of the 'Solidarity in Europe' with perception or risk among Europeans, linking it to the 'Global Risks' survey that was fielded in late 2024 among European foreign policy elites.
