The EUI's Florence School of Transnational Governance and the Dynamic Competition Initiative are hosting a high-level launch event for a major new manifesto, The Constitution of Innovation (CoI). This event will bring together its authors alongside leading policymakers, industry leaders, and the academic community.

Co-authored by Professor Luis Garicano (London School of Economics), Professor Nicolas Petit (European University Institute), and Nobel Prize winner Professor Bengt Holmström (MIT & EUI), The Constitution of Innovation proposes a bold and forward-looking roadmap to revive Europe’s competitiveness through a renewed approach to economic governance.

Against the backdrop of Europe’s growing innovation gap, highlighted in the Draghi Report, the manifesto argues that regulatory fragmentation is undermining the effectiveness of the Single Market. It advances a 'federal' vision for Europe to 'do less, but better,' refocusing EU action on its core mission of economic integration and prosperity. Key proposals include a single-minded focus on long-term prosperity, a move away from directive-based regulation, the creation of a '28th regime' for innovative firms, and the establishment of specialised EU commercial courts to strengthen legal certainty and market integration.

The event will open with a high-level presentation of the manifesto by Professors Garicano, Holmström, and Petit, followed by a panel discussion with MEP Dario Nardella and additional speakers from industry leaders to policymakers. The programme will conclude with an interactive discussion involving the public. The event will be moderated by Fabrizio Tassinari (Executive Director of the Florence STG).
