Join the International Economic Law and Policy Working Group for a discussion with Pierre-Hugues Verdier (University of Virginia) and Elizabeth Trujillo (EUI and University of Houston).

This event examines the U.S. Supreme Court’s recent decision in 'Learning Resources, Inc. v. Trump' in which the Court held that the International Emergency Economic Powers Act (IEEPA) does not authorise the President to impose tariffs.

Pierre-Hugues Verdier (University of Virginia School of Law) will open the event by situating IEEPA in its statutory and historical context, highlighting both its traditional uses and the novelty of the Trump administration’s reliance on it to impose worldwide tariffs.

Building on this foundation, Elizabeth Trujillo (University of Houston Law Center) will explore the broader implications of the ruling for U.S. trade policy, trading relationships, and the constitutional allocation of powers, including its possible effects in adjacent policy domains.

The event will also invite wider reflection on sanctions, economic statecraft, foreign relations and comparative perspectives from international economic law.

We warmly invite members of the EUI community to participate in what is intended as a discussion-driven event, with ample space for debate, exchange, and questions from the audience.
