States like Brazil and Türkiye are developing cap and trade regimes, while others such as Singapore rely on carbon taxation. Yet, progress could be much faster and more cooperation between constituencies would be welcome. The COP30 president, Brazil, has been investing significant effort to launch the Open Global Coalition on Compliance Carbon Markets in Belem. So far, more than 15 countries have joined the coalition, while others are considering membership.
