At the same time, finance for adaptation and resilience has been slow to materialise, for lack of awareness, lack of data availability, for perception as a predominantly public responsibility, etc. Today, tightening fiscal space and genuine public policy choices suggest a more precise allocation of risk ownership is required between private and public sector actors. Finance – both private and public – must play its role in enabling adequate levels of resilience.
