At the same time, finance for adaptation and resilience has been slow to materialise, also because it has long been seen as a predominantly public responsibility. Today, not only tightening fiscal space but also genuine public policy choices suggest a more precise allocation of risk ownership is required between private and public sector actors. Finance – both private and public – must play its role in enabling adequate levels of resilience. The conference brings together public and private actors to exchange perspectives and emerging solutions.Session organised by DG CLIMA, European Commission.
