The Constitutional Law and Politics Working Group is pleased to invite you to the first event of a new series of discussions

This session examines the evolving role of the Constitutional Court of Ukraine under the dual pressures of full-scale war and accelerated European integration, with particular attention to the emergence of wartime constitutionalism as a distinct normative and institutional framework. It explores how the Court has navigated constitutional adjudication in conditions of emergency, addressing questions of the scope of executive power, permissible limitations of fundamental rights, and the preservation of constitutional order under extreme conditions.

The discussion situates the Court within a broader paradigm of wartime constitutionalism, analysing how constitutional norms are interpreted, adapted, and safeguarded in response to existential threats, while maintaining fidelity to the rule of law. Particular attention is given to the Court’s role as a stabilising institution in a system under sustained stress.

The session also considers the Court’s prospective transformation in light of Ukraine’s EU accession process, including reforms to judicial selection and appointment—most notably the involvement of the Advisory Group of Experts—and the strengthening of European judicial dialogue through engagement with constitutional courts of EU Member States, the Venice Commission, and broader transnational constitutional networks. It reflects on how constitutional justice evolves at the intersection of crisis governance and European constitutional integration.

Bringing together academic and judicial perspectives, the event offers an opportunity to discuss both immediate wartime pressures and longer term constitutional reforms shaping Ukraine’s future in Europe.

All interested fellows, PhD researchers, professors and visiting academics are invited to participate.
