Biography
Aliaksei (Alex) Patonia is an energy and climate policy professional specialising in energy security, the geopolitics of the energy transition, hydrogen, critical minerals and transnational energy infrastructure. He is a Research Fellow at the Oxford Institute for Energy Studies (OIES) and serves on the Hydrogen Task Force at the United Nations Economic Commission for Europe (UNECE).
Over the past decade, he has worked at the intersection of research and policymaking, advising governments, regulators, international organisations and industry on energy policy, hydrogen markets, sustainable finance and climate governance. He has convened international policy dialogues and contributed to research and policy publications on energy security, industrial policy and the energy transition.
During his Policy Leaders Fellowship at the Florence School of Transnational Governance, Alex will develop a decision-focused governance framework for transnational hydrogen infrastructure in Europe. His project explores practical approaches to institutional coordination, political feasibility, cost allocation and negotiation across borders, drawing on his experience with the UNECE and the OIES.
More broadly, his work examines how energy security, industrial policy and international cooperation can support resilient and equitable energy transitions in an increasingly fragmented geopolitical environment. He is particularly interested in translating research into practical policy solutions and strengthening dialogue between researchers, policymakers and practitioners.
