Biography

Baya Amouri is a legal scholar specialising in international refugee law, European Union asylum and migration law, and the intersection of law, politics, and forced migration governance. Her research further examines emerging challenges related to environmental displacement and climate-induced mobility.

She is currently a Visiting Fellow in Law at the EUI, affiliated with the EUI Migration Policy Centre and the Centre for Refugee Studies at York University, Canada. Her current research project explores the evolution of Canadian asylum policy through the lens of securitisation, highlighting the growing tension between Canada’s humanitarian discourse and the increasing adoption of restrictive measures governing access to international protection.

Formerly a Max Weber Fellow at the EUI, she investigated the legal challenges surrounding the protection of environmentally displaced persons within the European Union. This work culminated in her article, “Protection of Environmentally Displaced Persons: A Case for European Union Legislation,”, published in Environmental Policy and Law.

Baya Amouri received her PhD in Legal Studies from the University of Szeged, Hungary, graduating summa cum laude in 2023. Her doctoral research analysed the interaction between the asylum policies of the Visegrád Group and their obligations under international and European Union law.
