Biography

Ceyhun Elgin is Professor of Economics at Boğaziçi University and a Jean Monnet Fellow at the European University Institute’s Robert Schuman Centre. He also holds a Jean Monnet Chair through the EUROPATH project. He received his PhD in Economics from the University of Minnesota in 2010 and holds additional degrees in law, public administration and artificial intelligence.

His research focuses on the informal economy, macroeconomic policy, public economics, and growth and development. A central concern is how informality shapes the effects of taxation, labour market policies and public spending. His work examines the relationships between informality, inequality, institutions and sustainable development, combining theoretical modelling with empirical analysis. His recent interdisciplinary research addresses the ethical implications of artificial intelligence in healthcare, resource allocation and the economic dimensions of ophthalmic care.

Elgin previously directed Columbia University’s Master’s Program in Economics and held academic positions at the American University in Bulgaria, Boston University and George Washington University. He has also worked with the World Bank and held visiting appointments at the International Monetary Fund and the Federal Reserve Bank of Minneapolis. He is currently a researcher at the University of Pennsylvania’s Perelman School of Medicine.

His books include The Informal Economy: Measures, Causes, and Consequences and the Routledge Handbook of the Informal Economy. His publications span economics, law, public policy and health research.
