Clare Fox-Ruhs is a part-time Assistant Professor at the Robert Schuman Centre's Migration Policy Centre. Building on an academic background in social policy (DPhil University of Oxford) and law (LL.B Trinity College Dublin), her research analyses the rights of citizens and non-citizens in comparative institutional contexts.Clare’s recent research includes the development and analysis of new indicators of the social and labour rights of irregular migrants across European countries (IRMIGRIGHT database), a comparative study of changing social assistance policies for the unemployed and lone parents in the UK and Ireland, and a human rights assessment of European countries’ responses to the protection of persons displaced from Ukraine. She has just started new cross-national research on fairness and un/underdeclared work as part of the Horizon Europe funded project REFAIR.Clare’s academic research interests draw on a wide range of professional experiences. She has worked in policy development in the fields of human rights and equality, children’s rights, immigration, criminal justice, and peace and reconciliation, at both national governmental and non-governmental levels in the UK and Ireland, as well as for several international organisations.
