Biography

Francesca Minetto is a Doctoral Candidate at the Jacques Delors Centre, Hertie School in Berlin. Her research combines mixed methods, including modern computational and statistical techniques alongside in-depth qualitative analysis, to examine the dynamics of European and global governance. Her dissertation challenges the prevailing view of the EU as a unilateral policy exporter by investigating the role of non-EU actors in shaping European policy-making. She draws on several large-scale empirical projects, integrating diverse data sources ranging from computational analysis of policy documents to manual coding of legislative files. Her broader research interests include global and European governance, policy diffusion and learning, and the functioning of international institutions.
As a Max Weber Fellow, she plans to expand her research agenda by exploring the evolution of the EU's approach to multilateral governance, particularly in response to the erosion of the rules-based international order. She aims to contribute to the interdisciplinary 'Decentring Eurocentrism' cluster by bringing a multilateral governance perspective to the study of Europe in the world. She also seeks to engage actively with the programme's academic community through her methodological expertise in mixed methods research, and her commitment to interdisciplinary dialogue and collaborative scholarship. Francesca has teaching experience in areas related to the EU's external action and the European Union as a global actor.
