Biography

Halvard Haukeland Fredriksen is professor of law at the University of Bergen (Norway), where he is Co-Director of the Centre for the Europeanization of Norwegian Law. He was Vice Dean of the Faculty 2021-2025. Besides his Norwegian law degree, he holds the degrees of Mag.Iur and Dr.Iur. from the University of Göttingen (Germany) and PhD from the University of Bergen (Norway). He is the editor-in-chief of the Norwegian Law Journal (Lov og Rett – Norsk juridisk tidsskrift) since 2021 and a member of the Norwegian Academy of Science and Letters since 2023. In 2022-24, Fredriksen was a member of an independent 7-member committee appointed by government to assess Norway’s affiliation to the European Union. In recent years, he has chaired two Law Commissions entrusted with the implementation of European Union law into the Norwegian legal order – one on the adaptation of Norwegian social security act to the requirements of Regulation (EC) No 883/2004 on the coordination of social security systems and one on a new act on public procurement.

Research Focus:
Fredriksen’s current research addresses the European Union’s strategic rethink of its internal market in the light of the current geopolitical situation, with emphasis on the consequences for the Union’s closest partners in Western Europe (Iceland, Norway, Switzerland, and the United Kingdom). He is interested not only in the effects on the various agreements between these countries and the European Union, but also in the repercussions for the relations between those countries and between those countries and other countries.
