Biography

Helena K. Jahromi is a legal scholar specialising in private law technology regulation, with a particular interest in the interplay of law, technology and society, as well as interdisciplinary approaches drawing on law and sociology.

Helena is a Policy Officer for Digital Law at the German Federal Ministry of Agriculture, Food and Regional Identity, where she works on policy and legislation relating to data sharing and artificial intelligence. She previously worked as a research associate at Dresden University of Technology and completed a Fulbright-funded research stay at the University of California, Los Angeles.

Helena holds a PhD (summa cum laude) in Law from Friedrich-Alexander University Erlangen-Nürnberg. Her doctoral thesis, The Burden of Enforcement in Private Law: Regulatory Instruments and the Effects of Civil-Law Technology Regulation, develops a framework for analysing how technologies and technology regulation influence the enforcement of private rights. She also holds an Erasmus Mundus Joint Master's Degree in Law & Economics from Erasmus University Rotterdam and the University of Warsaw and has taught at universities in Germany, Hungary and Estonia.

As a Max Weber Fellow, Helena’s research focuses on the role of users in the EU Digital Strategy. Her project examines human–technology interaction in digital regulation and advances the theoretical understanding of users in shaping future regulatory frameworks.
