Biography

Jamal Omer is a development economist and consultant with over ten years of experience in research, evaluation, and evidence-based programming across East Africa. He is a consultant at Innovative Development Solutions (IDS), a development consulting firm that delivers a wide range of policy-relevant solutions across East Africa. In this role, he leads policy-oriented research, monitoring and evaluation, and learning initiatives that strengthen program quality, inform policymaking, and improve development outcomes in post-conflict settings.

Jamal provides strategic advisory and consulting services to government institutions, as well as national and international organizations, supporting strategic planning, policy development, programme design, and evaluation.
