Biography

Jesse Scott is an expert and global practitioner in strategy, policy making, and stakeholder engagement on climate change and the clean and just energy transition.

Currently on sabbatical, Jesse is also a Senior Fellow with the Observer Research Foundation in Delhi (2025-26) and an Adjunct Professor at the Hertie School in Berlin (2019-), and a member of the Climate Strategies network. Her professional experience includes roles with the International Energy Agency, Agora Energiewende, Eurelectric, Eurogas, E3G, and White & Case LLP. She was educated at Cambridge University and the European University Institute.

Jesse currently works on Europe-India collaboration on climate change, energy transition, and the green economy – in particular, the opportunity for clean energy in the EU-India trade talks and upcoming EU-India strategic roadmap. This includes work on solutions for making world-leading EU green standards such as the EU Carbon Border Adjustment Mechanism compatible with the capacities of emerging market economies.

She also teaches about global and EU policymaking on climate change, energy security, and the green economy. She is an advisor to numerous governments, organisations, and projects, including the Green European Foundation, the International Energy Agency (peer reviewer), the German Energy Agency, the UK FCDO, and the European Climate Foundation.
