Biography

Mariam Begadze is a scholar of comparative constitutional law and a human rights practitioner. She obtained her PhD summa cum laude in Comparative Constitutional Law from Central European University (CEU) in 2024 under the supervision of Professor András Sajó. She also holds an LL.M. in Human Rights from CEU. Before joining EUI, Mariam has been a post-doctoral researcher at CEU Democracy Institute previously serving as a research assistant and a doctoral fellow there. She has taught constitutional law and human rights courses at Ilia State University, Tbilisi and Eötvös Loránd University, Budapest. Alongside her academic work, she brings nearly 10 years of experience in strategic litigation, primarily before the European Court of Human Rights (ECtHR) and the Constitutional Court of Georgia.

At the EUI, Mariam’s post-doctoral project “Supranational Review of Bad Faith State Conduct: The ECtHR under Illiberal Pressure” studies intent-neutral, implicit and explicit forms of bad-faith review in the jurisprudence of the ECtHR. Her relevant publications include an article on the playbook of subnational illiberalism in the Hague Journal on the Rule of Law (2022),,a book chapter on judicial review of pretext in the Routledge Handbook on the Politics of the Constitutional Law (2023) and blogposts, connecting developments in Georgia with the phenomenon of bad faith review.
