Biography
Mercedes Werner is an education and public policy practitioner working at the intersection of digital learning, data, and institutional design. She currently advises international organizations, helping them strengthen learning and development strategies, build data systems and KPIs, and set up and manage the teams needed to deliver education projects.
Earlier in her career, she served as Director of Digital Education for the City of Buenos Aires, where she led the design and implementation of public policy reaching over 50,000 teachers, 380,000 students and families, and 1,200 educational institutions, managing a team of over 1,200 people.
As a Policy Leader Fellow at the European University Institute's School of Transnational Governance, Mercedes is building a digital platform to connect practitioners and policymakers around how policy learning is measured and evaluated — bringing together methods, evidence, and practical tools so that good practices in one context can inform decisions in another.
She holds an MSc in Vocational Education and Training and Innovation from the Technische Universität München (TUM) and a BA in Business Administration from Universidad de San Andrés, Buenos Aires. Born in the United States and raised in Buenos Aires, Argentina, Mercedes is fluent in Spanish and English, with basic Italian and Portuguese.
