Biography
Pedro is an Argentine political scientist and quantitative researcher working on electoral integrity, public opinion, and the use of data to strengthen democratic institutions. He is co-founder and Research Director of AgentIA, Survey Scientist at Survey 160, and Associate Researcher in the State and Government programme at CIPPEC, where since 2015 he has co-authored Argentina's longest-running series of forensic audits of national elections.
That work produced the country's first electoral reliability map, covering all 24 districts and more than 100,000 polling stations, and a practitioner manual on election forensics. His research also examines how voting instruments shape behaviour, from a quasi-experimental evaluation of electronic voting to a study of provincial reforms that informed Argentina's 2025 move to a single ballot. He previously directed electoral statistics at the Ministry of Government of the Province of Buenos Aires, and taught for eight years at San Andrés University.
As a Policy Leader Fellow, Pedro is working on the "Integrity Gap": the distance between perceptions of fraud and the forensic reality of electoral administration. Drawing on the 2023 Argentine cycle, he is turning election forensics into a standardised toolkit for electoral management bodies, with guidance on communicating findings publicly to counter disinformation.
He holds an M.A. in Applied Quantitative Research from New York University, where he was a Fulbright Scholar, and an M.A. in Electoral Studies from San Martín and Salamanca universities. He is fluent in Spanish, English, and Italian.
